- 1989 – President Aquino visits Bonn and is promised assistance for the establishment of a rural communications in the Philippines
- 1990 – Feasibility study conducted by GTZ; Socio-economic survey; Planning workshop with the provincial government and Camiguin community; CAMTECO cooperative founded
- November 1990 – CAMTECO granted Provincial Franchise by the Sangguniang Panlalawigan (Provincial Board)
- April 1991 – CAMTECO registered as a cooperative
- 1991 – Preparations of tender specifications and international invitation to tender
- May 1992 – Alcatel-SEL submits tender for project
- October 1992 – Award of project to Alcatel-SEL on turnkey basis
- November 1992
- Detailed field survey
- Negotiations with government authorities and PLDT inter-connection
- Negotiations of revenue sharing license
- Negotiations of right of way, telephone lines, tower and radio location
- June 1993
- Start of construction and installation
- Installation of outside line plant
- Erection of poles and radio towers
- Installation of AC/DC power
- Installation of solar power
- Installation of microwave links and RURTEL TDMA system
- Construction of exchange building
- Training of technicians and linemen
- Installation of Alcatel 1000 S12 exchange, Public Call Office (PCO) and subscriber lines
- February 1994 – Commissioning and handover to CAMTECO
